The National Aeronautics and Space Administration (NASA, pronounced /ˈnæsə/) is an agency of the United States government, responsible for the nation's public space program. It's not a matter of creating technology to colonize other planets. There's already enough base technology to colonize a planet like mars. The problem is GETTING to the planet. With current technology, it would take a human about 8 months to get to mars. That's a long time. You need 8 months of fuel, 8 months of food and water. The more people you have going the more food and water you would need. Just in that respect, that's a lot of extra cargo. We are many, many years away from even putting some sort of base on the moon, which if humans were to travel to other planets, that would be the best launching site as it takes more energy to leave earth's gravity than it does to escape the moon. NASA hasn't suffered much directly from the recession because the funding stream is direct government money and doesn't depend on commercial credit. What *has* affected NASA is the program realignment that's going on; specifically the Shuttle program winding down. Constellation flight schedule is in flux mostly due to reality colliding with ambitious planning. Long delays? Not really. We're talking about the next generation launch vehicle, and NASA doesn't do "cut and try engineering" so changes of 10s of months aren't so big.
