The Russian Space Research Institute (Russian: Институт космических исследований Российской Академии Наук, Space Research Institute of the Russian Academy of Sciences, Russian abbreviation: ИКИ РАН, IKI RAN) is the leading organization of the Russian Academy of Sciences on space exploration to benefit of the fundamental science. The Institute conducts scientific researches in the fields of astrophysics, planetary science, solar physics, Sun-Earth relations, cosmic plasma and unlinear geophysics. IKI also performs scientific programs of space research, develops and tests space technologies in collaboration with Russian Academy of Sciences and Federal Space Agency. Originally it was founded May 15, 1965 by the Soviet Union's Council of Ministers decree #392-147 as Space Research Institute of the USSR Academy of Sciences (Russian abbr.: ИКИ АН СССР, IKI AN SSSR). The goal of becoming the first country to land a human on Mars is "technically and economically achievable" by 2025, he said. I think it is true that Russia has more experience with manned space exploration in a lot of ways, and they definitely got better results in terms of money - they achieved comparable achievements on about 10% of the budget as NASA, i believe. Experience isn't everything though - you need a ton of money and a ton of skilled people to do something as monumental as a manned Mars mission. Russia's broke, and it's skilled space engineers must either be too old (too experienced?) or have left the country by now. Personally i love the idea of exploring space but i think we should leave it to the robots for now. The money saved could be put towards keeping OUR planet suitable for human life.
